Recently, the Ministry of Industry and Information Technology and the Ministry of Natural Resources issued a notice on the first batch of rare earth mining and smelting separation total control indicators in 2023 (hereinafter referred to as the "Notice"), the first batch of rare earth mining and smelting separation total control indicators in 2023, the total control indicator of rare earth mining is 120,000 tons, the total control indicator of smelting separation is 115,000 tons.
The Notice emphasizes that rare earth is the state to implement the total production control management of products, any unit and individual shall not produce without indicators and over indicators. The rare earth group should strictly comply with the development of resources, energy conservation, ecological environment, production safety and other relevant laws and regulations, according to the target organization production, and constantly improve the level of technology, clean production level and raw material conversion rate; strictly prohibit the procurement and processing of illegal rare earth minerals, rare earth products shall not be carried out on behalf of processing (including commissioned processing) business; comprehensive use of enterprises shall not purchase and processing of rare earth minerals (including enrichment, imported Mineral products, etc.); the use of overseas rare earth resources to strictly comply with the relevant import and export management regulations.
The Notice requires that the relevant provinces (regions) industry and information technology, natural resources authorities to work closely together to further strengthen communication and coordination and information sharing, enhance the ability to monitor the law, random sampling from time to time, and timely reporting of sampling results. The rare earth group shall report on time the implementation of indicators and the use of imported ore, monazite and other types of raw materials for smelting and separation of production; accelerate the construction of internal product traceability system, no false reporting, concealment, arbitrary changes in data.
